Gov. Deval Patrick is turning up the heat on the Legislature to pass his new health care bill. It would give the administration authority to review and approve insurers' requests for premium increases, and shift 1.7 million state employees, Medicaid recipients and those with state-subsidized health insurance onto a new payment system, which sets a budget for each patients' care, aimed at reducing wasteful and duplicative medical care.
